Judy Montero Open House – December 2nd, 6pm

Please join your fellow RiNos Tuesday, December 2nd from 6 – 7:30pm for a special meeting hosted by Councilwoman Judy Montero at the Swansea Elementary School located a 4650 Columbine Street.

This will be a general open house presenting a comprehensive look at planning in North Denver, including River North. They will have City, RTD and CDOT staff on hand to answer your questions about community planning processes and development tools such as Metropolitan Districts and General Development Plans. Below is some general information on what MDs & GDPs are.

With the possible financial impact from these changes we are worried about our sustainability as artists, residents, gallery/business owners and the RiNo district as a whole.

GDP: General Development Plan
GDPs establish a framework for large or phased projects in developing areas. The GDP process identifies issues related to land use, open space, transportation, water, wastewater, utilities and urban design and provides a conceptual plan for integrating the anticipated land uses with the necessary infrastructure. An approved GDP constitutes approval of a master development plan that will guide all future improvements within the defined GDP boundaries.

How is a Metro District Created?

  • Interested parties submit a letter of Intent (LOI)
  • The City reviews the LOI
  • A Service Plan for the District is drafter
  • The City reviews the Service Plan
  • A final Service Plan is submitted for a vote by City Council
  • After City Council approval, a petition signed by 30% of the electors of the District is required for submittal to court to be ordered to appear on the ballot
  • Approval of the District requires more than 50% of the vote of electors within the District
